RFR(XXS): 8191868: IdealGraphVisualizer: "ant build/run" fails due to outdated bootstrap.url

Hi,

Please, could the following simple change be reviewed?

It just updates the bootstrap.url variable so IdealGraphVisualizer build can
find the correct dependencies to succeed. Accordingly to [1] server
deadlock.netbeans.org is not up anymore.

Since this util was before consolidation under hotspot tree this ML was my best
guest for reviewing such a kind of change. If it's wrong, please let me know so
