RFR (XL) 8081519 Split globals.hpp to factor out the Flag class

Hi all,

Here is http://cr.openjdk.java.net/~gziemski/8081519_rev4 with the addition of a merge due to https://bugs.openjdk.java.net/browse/JDK-8201168, which turned out to be nontrivial.

Tested locally with open/closed, debug/product, precompiled header/no precompiled header build variations.

Running Mach5 hs-tier1,2,3,4,5 ...
