Two more tweaks required:

"Update the JBS issue to add a comment whose first line is “Late
Enhancement Request”.  In that comment describe . . ."

So, your comment needs the correct first line.

"Add the label jdk$N-enhancement-request to the issue ..."

The JIRA label field currently has rt-triage-12. So, you need to click
in the JIRA label field and start typing jdk11-enhancement-request -- it
should auto-complete. You can leave the existing label as is and add
this as a second one.
