RFR [11] 8207838: AArch64: Float registers incorrectly resture in JNI call

I ran builds and stress tested new test on our platforms. All passed with this version.

I approved it for JDK11 push.

Please, push ASAP today. Andrew, I noticed that patch was based on jdk/jdk. Please, don't forget to switch to jdk/jdk11 
for push.
