If you are an OpenJDK Contributor and have at least Author status then
you can file a bug directly at:
https://bugs.openjdk.java.net/
For AdoptOpenJDK issues I would have expected you to file the bug as you
did per:

# https://github.com/AdoptOpenJDK/openjdk-build/issues
and then I would have expected someone from AdoptOpenJDK to file the
upstream bug at bugs.openjdk.java.net! Directing you to the mailing
lists is not appropriate as these are for developer discussions not bug
reporting.
If this reproduces on Oracle JDK then you can file a bug at:
https://bugreport.java.com/bugreport/
