8200391: clean up test/hotspot/jtreg/ProblemList.txt (compiler related)

I removed tests from ProblemList-graal.txt for 8195632 and 8196626 bugs 
which were fixed.
I changed 8197446which was closed as duplicate of 8181753.

I verified that tests listed in 8196626 and 8195632 are passed now.
