RFR: 8235456: Minimal VM is broken after JDK-8212160

Jie,
Thank you for fixing this.   I tried to build minimal yesterday and some 
configuration failed and said I had to install X or something. I used to 
be able to build the minimal vm not that long ago, so I'll pursue why 
it's broken again for me.

I have to admit that I thought the broken code might be in 
jvmtiThreadState.cpp because I couldn't find how oops_do and 
nmethods_do() are excluded.   Maybe the whole file is excluded somehow.

Thank you for handling this right away again.
