CFV: New hotspot Group Member: Martin Doerr

I hereby nominate Martin Doerr (OpenJDK user name: mdoerr) to
Membership in the HotSpot Group.

Martin is one of the initial authors of the ppc64 port, a jdk
project Reviewer and long term OpenJDK Contributor. Since 2014 he has
contributed more than 112 changes [3] and reviewed more than 154 [4].

Votes are due by February 28, 2019, 18:00 CET.
Only current Members of the HotSpot Group [1] are eligible to vote on
this nomination. Votes must be cast in the open by replying to this
