RFR (S) 8216188: Remove expired flags in JDK 13

This removes all the expired flags from the special_jvm_flags table, and 
updates a test.

Calvin: this includes IgnoreUnverifiableClassesDuringDump but I can just 
merge with your change in 8213002 if you push first. Or you can let me 
do it and close 8213002 as a dup.

Testing: tiers 1-3
