RFR (T) 8228855: Test runtime/CommandLine/OptionsValidation/TestOptionsWithRanges fails after JDK-8227123

Summary: give SurvivorAlignmentInBytes the same range as 
ObjAlignmentInBytes.

Reran options validation against ParallelGC.
