[15u] RFR: 8248411: [aarch64] Insufficient error handling when CodeBuffer is exhausted

I would like to ask for help to review the following change/update to 
back-port JDK-8248411 to JDK15u.

Changes made to the original patch includes replacing (C++11) template 
varargs with macros.
