CFV: New HotSpot Group Member: Sangheon Kim

I hereby nominate Sangheon Kim to Membership in the HotSpot Group.

Sangheon has been a JDK Reviewer and member of the Oracle GC team for
many years, primarily working on G1. He has made many substantial
contributions [1] including to NUMA support and improving GC thread
configuration.
