RFC: JEP draft: Compact Object Headers (64 bit) (Experimental)

Hi,

We have revised the 'Lilliput' JEP draft and would like to solicit 
feedback from the wider HotSpot developers community:

We'll be happy to revise it further based on discussions here.

We have seen some very promising and substantial improvements, both with 
artificial-ish benchmarks and with experiments that customers conducted.

Our intention is to 'Submit' it soon (possibly by end of this week - if 
no objections arise).
