RFR: 8313756: [BACKOUT] 8308682: Enhance AES performance

JDK-8308682 was wrongly attributed (contributor and missing reviewers). In order to fix this, we back the change out and reapply it with the correct attributions ([JDK-8313760](https://bugs.openjdk.org/browse/JDK-8313760)).

The backout applied cleanly.
