CFV: New OpenJDK hotspot Group Member: Frederic Parain

I hereby nominate Frederic Parain [fparain] to Membership in the hotspot 
Group.

Frederic is an OpenJDK Committer and a member of the HotSpot runtime 
team at Oracle. He is an active contributor to the valhalla project [1], 
implementing programming models in the HotSpot code. He is also a 
contributor to OpenJDK since 2010, working on serviceability code, 
implementing the diagnostic commands framework, and rewriting Java field 
layout code. He is currently working on compressing c2 frames in the 
Loom project, and making the VM internal representation of fields 
extensible for valhalla support.

Votes are due by January 17, 2023.

Only current Members of the hotspot Group [2] are eligible to vote on 
this nomination.  Votes must be cast in the open by replying to this 
mailing list.
