CFV: New Hotspot Group Member: Richard Reingruber

I hereby nominate Richard Reingruber (rrich)[1] to Membership
in the Hotspot Group.

Last, Richard has ported loom to PPC. He is an expert in GC
algorithms and has deep knowledge of JVMTI and the
escape analysis of C2.  He enriched the escape analysis
to run when JVMTI debugging capabilities of the JVM are
enabled. He analyzed a lot of complex issues, digging down
even into the implementation of operating systems as
Solaris.


Votes are due by January 31, 2023.
