I think the main problem is that it's impossible to make a good design without knowing all requirements. We always find a new issue and need to make a small AIX specific enhancement for this, then for that, ...
After having a more complete picture, we should be able to improve it and do some refactoring. https://bugs.openjdk.org/browse/JDK-8320890 is an example.
