RFR: 8325449: [BACKOUT] use "dmb.ishst+dmb.ishld" for release barrier

Clean backout of [JDK-8324186](https://bugs.openjdk.org/browse/JDK-8324186) which caused performance regressions with several benchmarks (see [JDK-8325449](https://bugs.openjdk.org/browse/JDK-8325449) and [JDK-8325269](https://bugs.openjdk.org/browse/JDK-8325269)). REDO work is tracked by [JDK-8325821](https://bugs.openjdk.org/browse/JDK-8325821).
