[jdk22] RFR: 8322987: Remove gc/stress/gclocker/TestGCLocker* since they always fail with OOME

Hi all,

  please review this backport of [JDK-8322987](https://bugs.openjdk.org/browse/JDK-8322987) and [JDK-8323508](https://bugs.openjdk.org/browse/JDK-8323508) to jdk22.

The second CR is a bugfix for the first one, and I did not want to risk of CI failures because of pushing them separately.
