The default for hotspot is at 2 reviews (though not enforced by skara).  More might be needed if multiple areas.
(Reviewers will sometimes say something like "I've only looked at this part."). A "trivial change" is an exception
to that, but requires explicit agreement from the reviewer that the change is indeed trivial.
