RFR: 8358628: [BACKOUT] 8342818: Implement JEP 509: JFR CPU-Time Profiling

This reverts commit 5b27e9c2df8b386b38b0553d941469cd8aa65c28.

There are too many strange issues appearing, memory allocation corruptions, and also some strange activation of the feature that is yet not understood.

We should back it out as to not block other integrations while we troubleshoot.
