I have a few more comments and questions.
src/hotspot/share/oops/fieldInfo.inline.hpp line 126:

These callers don't need to know about _r even though they're in FieldInfoStream. And then you don't need to make these changes.

Sorry I just noticed this. Is it possible to write this using the Classfile API? I think the Classfile API is available in JDK 21 (checking) https://bugs.openjdk.org/browse/JDK-8294982
