RFR: 8370843: Deprecate AlwaysActAsServerClassMachine and NeverActAsServerClassMachine

Hello,

This RFE deprecates the `AlwaysActAsServerClassMachine` and `NeverActAsServrClassMachine` flags in JDK 26. Please see the CSR for specific details on why these flag are being deprecated.
