RFR: 8347396: Efficient TypeFunc creations [v4]

Harshit470250 has updated the pull request incrementally with three additional commits since the last revision:

 - move make_clone to barrierSetC2
 - move make_clone to barrier_stubc2.hpp
 - move clone_type
