Any reason that JDK7 CMSClassUnloadingEnabled is false by default?

Hi,

I noticed that CMSClassUnloadingEnabled is false on JDK7, but true on JDK8.
Is there any difference between the two JDKs?
Why is CMSClassUnloadingEnabled false on JDK7?
