RFR (S): 8u40 Backport of 8054818: Refactor HeapRegionSeq to manage heap region and auxiliary data

Hi all,

  can I have reviews for the backport of 8054818?

The file heapRegionSeq.hpp did not apply because of an unfixed typo.
I.e. the current file reads "Empty contructor", while the patch expects
"Empty constructor" in some comment.
