RFR(XS): 8023899 - Typo in TraceCPUTime message

Hi,

This change has been up for discussion before in the thread

with a few additional comments in the bug:

The change itself is trivial, but the implication for users parsing the GC logs 
is additional logic needed in parsers.

In the mail thread above I promised to send this out as a separate change, so 
here it is. My hope is that this thread can finalize the discussion so that we 
can either push a fix for this issue, or close the bug as WNF (Will Not Fix).
