RFR (xs): JDK-8037407: G1: Remove heapRegionSets.cpp

Hi all,

Can I have a couple of reviews of this very small change. It just moves 
the code from heapRegionSets.cpp into heapRegionSet.cpp. This is a 
followup of the recently pushed change for JDK-8034079.
