RFR(S): 8077664: BACKOUT - java hangs with -XX:ParallelGCThreads=0 -XX:+ExplicitGCInvokesConcurrent options

Hi all,

Please review this backout change.
As jdk9 is not allowed to run with ParallelGCThreads=0, original change is not needed.
