RFR: JDK-8145092: Use Unified Logging for the GC logging

Hi all,

The changes for JEP 271, have been reviewed and discussed in this email 
thread:

However, the JEP JBS issue can not be used in the commit message for 
pushing the changes, so I have filed this RFE to do the push:
