RFR(M): 8171181: Supporting Heap allocation on alternative memory devices

Hello all!

I would appreciate a review on a new JEP proposal to support allocation of Heap on alternative memory devices.
This is a JEP for an existing 'feature' bug (https://bugs.openjdk.java.net/browse/JDK-8153327) which was essentially for the same purpose.
