RFR (XS): 8140777: Make Adaptive IHOP logging information the same as JFR logging

Hi all,

  can I have reviews for this small change?

It adds some information to the ihop gc log logging that is present in
the JFR logging, but has previously not been there because of logging
API limitations. With UL in place this is not an issue any more.

This change fixes this.
