RFR(xs): 8062506: Java GCCause enum is out of sync with C++ GCCause enum

Btw, this duplication of code in the SA is a horrible mess and this will 
likely get out of sync again pretty soon. I would personally like to 
throw this out completely, but that requires a longer discussion. This 
sync up should at least buy us some time to to figure out what we want 
to do.
