RFR: 8157954: [TESTBUG] G1 tests fail with defined MaxGCPauseMillis

Hi Jon,

There is small inaccuracy in my answer - we are going to use 
GCPauseIntervalMillis for some type of testing and we don't have tests 
which use GCPauseIntervalMillis. So requires were added only for 
MaxGCPauseMillis.
