JEP 192 "G1 String Deduplication" should be "Completed"?

Hi,

I noticed that JEP 192 "G1 String Deduplication" is in Submitted state:
  http://openjdk.java.net/jeps/192

...while the feature is already in at least 8u20 release? Should that JEP be in
"Completed" state?
