RFR(XXS) 8217213: shenandoahTaskQueue.hpp includes .inline.hpp file

Please review this cleanup that removes include of .inline.hpp in
shenandoahTaskQueue.hpp, updates includes in related files that are
impacted by the cleanup, and minor style changes.
