RFR: 8333674: Disable CollectorPolicy.young_min_ergo_vm for PPC64

The test doesn't work on PPC64 and should be disabled until it is fixed. Subtask of [JDK-8331675](https://bugs.openjdk.org/browse/JDK-8331675).
