I believe the user is not in census and "Github and OpenJDK usernames can only be used for users in the OpenJDK [census](https://openjdk.java.net/census)", according to https://wiki.openjdk.org/display/SKARA/Pull+Request+Commands#PullRequestCommands-/contributor

I can see no email address on the user's profile page (https://github.com/xiaotaonan), so don't know how to get in contact with xiaotaonan.
