[Zulu-eng] Proposal for back-porting JFR to OpenJDK8u

Hi All,

Absolutely happy to help with the build and test, let us know when there's
a repo up and what the expected working platforms are and we'll get
building and testing :-).

I'd recommend folks who want to get an early understanding of our build
infra etc to join adoptopenjdk.net/slack.htm and look at our AdoptOpenJDK
repos on GitHub (start with TSC, infrastructure, build and then test).
