RFR(T): 8219553: [TESTBUG] Problem list JFR TestPeriod test

Please review this trivial change placing 
jdk/jfr/event/io/TestInstrumentation.java on a problem list. For details 
please see 8215890.

Testing: ran the test locally on Mac OSX, making sure it is excluded 
from running.
