RFR: 8240783 JFR: TestClose could not finish chunk

Hi,

Could I have a review of a fix that adds additional logging to determine why a chunk can’t be finished.

I was unable to reproduce the issue after running the tests hundreds of times. It only happened on a custom build once, so it might not be a product issue, but if it happens again, there will be more information on what went wrong.
