RFR: 8221331: test/jdk/jdk/jfr/event/io/EvilInstrument.java needs to re-worked to avoid recursive initialization issues

Hi,

Could I have a review of a fix that removes EvilInstrument.java.

The test was added as a regression test for a fix to IOTracer. That 
class and mechanism is no longer in use so the test can be removed.
