RFR: 8244676: test/jdk/jdk/jfr/startupargs/TestOptionsWithLocale.java fails

Hi,

Could I have a review of a fix that makes the test is not run in environments where the jdk.localedata module is not present, as it will not allow the product issue to be reproduced.
