RFR: 8270091: The path of JFR emergency dump should be able to specified by the user

I've filed the bug for `dumppath` as [JDK-8271949](https://bugs.openjdk.java.net/browse/JDK-8271949), and I will send PR about it as #5019 . So I close this PR and related bug/CSR.
