Purpose is to keep samples evenly distributed over "allocation time". samples thar are in the "middle" are typically memory leaks, but keep the list to a fixed small size, so we can emit events for them at every chunk. I agree, this can be discussed separately. I'm not claiming this is the ultimate algorithm, but it was easy to implement.
