RFR: 8373062: JFR build failure with CDS disabled

Greetings,

[JDK-8365400](https://bugs.openjdk.org/browse/JDK-8365400) caused a build problem when passing build option "--disable-cds" because of missing conditionals.

Testing: manually building with "--disable-cds"
