The gate test `com/sun/crypto/provider/Cipher/HPKE/KAT9180.java` is failing due to: 
`TEST RESULT: Failed. Execution failed: main threw exception: java.io.IOException: Cannot find the artifact rfc9180-test-vectors`
This failure doesn't seem to be related to the changes in this PR.  It looks like this test is failing on other recent PRs as well.
