RFR (XS): 8004691: Add a jtreg test that exercises the ExecuteInternalVMTests flag

I was just about to make the same comment.   I think it should go up a 
level, although this requires people to run all the jtreg tests and not 
just the one in the subdirectory in the component where they work.
