Let me rephrase David's question :)

Will this allow me to simply point configure at clang, using 
--with-toolkit, and have everything just work?

I suspect not as, as you say, it doesn't set USE_CLANG=true.

Note I suspect the same is true for attempting to build on Solaris using 
gcc.
