RFR (xs) 8022592: assert at constantTag.cpp:57: ShouldNotReachHere()

Summary: more missing cases for 
JVM_CONSTANT_Method{Handle,Type}InError.  Also cleaned up code from the 
8025185 changeset.

I scanned the rest of the JVM - there were no more missing cases.

Tested with vm.quick.testlist and the vm.mlvm.testlist and 
vm.defmeth.testlist, and the test for the 8025185.
